Municipality’s secondary waste management service

Municipalities are responsible for organising the processing of waste generated by households and municipal waste generated by administrative and service operations. Municipalities are also responsible for municipal waste generated in business premises if such waste is collected together with waste generated by households or municipal administrative and service operations.

Based on the secondary waste management responsibility of municipalities, municipalities must also provide a waste management service for waste generated by businesses and public operations if such a service is not reasonably available on the market. The condition for this is that the waste must be suitable for processing in the municipal waste management system and the operator requesting the service must have complied with the Waste Act when requesting the service. If the value of the waste management service exceeds EUR 2,000 per year (0% VAT), the waste holder must use the Materiaalitori service maintained by Motiva to indicate the lack of services.
